Handgun Buyback and Safe Storage Program; Creates program within FDLE to provide grants to support sheriffs' offices in sponsoring annual handgun buyback & safe storage events, subject to certain appropriation; specifies cash payment amounts for certain surrendered handguns; provides requirements & restrictions for such events; directs FDLE to establish criteria & process for grant applications; provides for voluntary contributions to program.
