Dependent Special Districts; Requiring certain prospective buyers to receive a disclosure summary before closing on a contract for the purchase of property in a dependent special district; authorizing purchasers of property within a dependent special district to rescind a sales contract or collect damages from the developer under specified conditions, etc.
