Judicial Nominating Commissions; Revising the composition of judicial nominating commissions; providing for initial appointments and staggered terms for the reconstituted commissions; requiring appointing authorities to consider certain attributes in making appointments to ensure diversity; requiring a commission member to complete an educational course after his or her appointment, etc.
