GENERAL BILL by Farmer
Inmate Confinement; Prohibiting the use of solitary confinement; authorizing an inmate to be placed in restrictive confinement only if certain conditions are met; prohibiting youths, young adults, and inmates who have specified medical needs from being placed in restrictive confinement except under specified circumstances; requiring sheriffs and chief correctional officers to adopt model standards relating to confinement, etc.
