Smoking; Prohibits smoking of tobacco on public beaches; provides civil penalties; authorizes law enforcement officer to issue citation as prescribed by county or municipality to any person who smokes tobacco on public beach; requires citation to include specified information; provides that failure to comply with citation constitutes waiver of right to contest & authorizes court to issue order to show cause.
