Home Delivery Services; Provides background screening requirements for home delivery service providers; prohibits home delivery service provider from entering home of or being unsupervised with consumer upon conviction, or any other adjudication, of specified crimes; specifies retailer responsibilities & duties; provides civil & criminal penalties; requires OIR to approve certain rating plans for liability insurance.
