Decennial Census; Requires Legislature to adjust federal decennial census figures to include incarcerated individuals in geographic areas where they last resided before incarceration rather than facility where they resided at time of federal census; requires DOC to provide report to Legislature listing certain information relating to incarcerated individuals; provides effective date.
