Litigation Financing Consumer Protection; Creating the Litigation Financing Consumer Protection Act; requiring litigation financiers to register with the Office of Financial Regulation; prohibiting litigation financiers from engaging in specified conduct; providing for a contingent right to civil action proceeds assignability; providing that specified communications between attorneys and litigation financiers do not limit or waive statutory or common-law privilege, etc.
