Cannabis Offenses; Reducing criminal penalties for delivery, without consideration, of a specified amount of cannabis; reducing criminal penalties for possession of specified amounts of cannabis and products containing specified amounts of THC; specifying that juvenile violators of certain provisions are eligible for civil citation or similar prearrest diversion program, etc.
