Certification of Developmental Disabilities Services Personnel; Requires certain direct service providers & support coordinators to obtain & maintain certification issued by third-party credentialing entity approved by APD by specified date; provides that certification of direct service providers is contingent on sufficient appropriations; provides requirements for third-party credentialing entities; requires employers of direct service providers & support coordinators to report ethical or professional conduct violations to such entities; requires agency to approve third-party credentialing entity by specified date; provides due process; authorizes rulemaking.
