Cost-of-living Adjustments to State Employee Salaries; Authorizes annual cost-of-living adjustments to base rates of pay of eligible state employees beginning 2021; requires Office of Economic & Demographic Research to calculate percentage for adjustment in specified manner; specifies conditions under which cost-of-living adjustment is not implemented; requires office to certify adjustment amount to Governor & Legislature; specifies eligibility for cost-of-living adjustment; provides that implementation of cost-of-living adjustments is contingent upon funding by Legislature.
