Florida Space Exploration Monument; Establishes Florida Space Exploration Monument; provides for administration of monument; provides that design shall be chosen by committee from entries submitted by public; requires certain entities to establish procedures & criteria for such submissions; directs DMS to develop specified plan for placement & cost of monument & submit plan to Governor & Legislature by specified date.
