Involuntary Civil Commitment of Sexually Violent Predators; Specifies that Florida Rules of Criminal Procedure apply to certain competency proceedings; provides requirements for determining competency; requires secure facility to admit person found mentally incompetent; requires facility to file specified reports with court under certain circumstances; authorizes counsel to move for hearing on issue of respondent's competence; provides requirements relating to hearings; requires court to conduct biannual evaluations for competency for certain persons; provides requirements relating to outcome of such evaluations.
