COVID-19 Relief Cash Flow Loan Program; Creates COVID-19 Relief Cash Flow Loan Program for purpose of assisting small businesses impacted by COVID-19 pandemic in making timely payments to continue operating; provides eligibility requirements for receiving cash flow loan; requires DEO to provide certain information & instructions, administer loans, distribute loan funds, & deposit repaid funds into Budget Stabilization Fund, subject to certain requirements.
