Involuntary Civil Commitment of Sexually Violent Predators; Specifying that the Florida Rules of Criminal Procedure apply to certain proceedings relating to competency; requiring proceedings to cease when a person is found to be mentally incompetent to proceed; authorizing counsel to move for a hearing on the issue of the respondent’s competence; requiring a court to conduct biannual evaluations for competency for certain persons, etc.
