Preemption of Firearms and Ammunition Regulation; Provides that unwritten policies are subject to provisions allowing for recovery of damages if such policies violate specified provisions; provides that plaintiff challenging local government regulation concerning firearms may be considered prevailing plaintiff for certain purposes in specified circumstances.
