Civil Proceedings in Matters Certified as Matters of Great Governmental Concern by the Governor and Cabinet; Authorizing the Attorney General to request that the Governor and Cabinet certify certain matters as matters of great governmental concern; declaring that the Attorney General has sole authority to file certain civil proceedings upon the Governor and Cabinet making such certification; authorizing the Attorney General to investigate a matter before and after it is certified as a matter of great governmental concern; authorizing the Attorney General to consolidate, dismiss, release, settle, or take any such action that he or she believes to be in the public interest, etc.
