Fiscal Accountability for Nongovernmental Entities; Revises required contents of agency agreements that provide state or federal financial assistance to certain entities; requires nonstate entities that receive federal or state financial assistance funds to comply with specified audit requirements; requires report to DMS; provides limitation on amount of state-appropriated funds nongovernmental entity may expend on administrative expenses; requires nongovernmental entity to use private entity funds before using state-appropriated funds.
