Prohibited Counseling Services; Prohibits professional counselors from providing certain counseling services to individuals younger than 18 years of age; provides that violators are subject to disciplinary action; prohibits any person from advertising or offering to provide certain counseling services to individuals younger than 18 years of age; provides criminal penalties.
