Substance Abuse Service Providers; Provides criminal penalties for making certain false representations or omissions of material facts in licensure applications; requires DCF to suspend service provider's license under certain circumstances; applies specified exemptions from disqualification to applicants; provides that certain Florida Building Code requirement does not apply to conversion of dwellings to recovery residences; prohibits reclassification of dwellings for purposes of enforcing Florida Fire Prevention Code.
