Supermajority Vote Required to Enact a Single-Payor Health Care System; Proposes creation of Section 22 of Article III of State Constitution to provide that single-payor health care system may not be enacted by legislature except through legislation approved by two-thirds of membership of each house of legislature & presented to governor for approval.
