Parental Leave; Requires, rather than authorizing, certain departments or agencies of state to adopt rules to establish plan for sick leave pool; provides that eligible employees may use sick leave pool for parental leave; provides for priority of application in case of conflict; defines "parental leave"; provides requirements for parental leave; provides amount of parental leave authorized; provides that parental leave runs concurrently with Family Medical Leave Act.
