Exceptional Student Due Process Hearings; Providing that district school boards have the burden to prove by a preponderance of the evidence in all exceptional student due process hearings that any challenged identification, evaluation, and eligibility determination, or lack thereof, was appropriate; providing that district school boards have the burden to prove by a preponderance of the evidence that any challenged individual education plan is appropriate, etc.
