Advanced Life Support Nontransport Services and Medical Countermeasures; Exempts governmental entities from certificate of public convenience & necessity requirement under specified conditions; provides medical directors who use paramedics to administer medical countermeasures are liable under certain circumstances; provides for State Emergency Medical Services Medical Director; authorizes paramedics to administer medical countermeasures; authorizes independent special fire control districts to allow paramedics & emergency medical technicians to perform certain activities & services.
