Alternative Mobility Funding Systems; Provides definitions related to alternative mobility funding systems; specifies procedures and requirements for use by local governments in adopting or updating mobility plans, mobility fee systems, and mobility fees; specifies that local governments have burden of proving that imposition or amount of fee or exaction meets certain criteria; prohibits courts from using deferential standard for specified purpose.
