Sale and Delivery of Firearms; Requiring the parties, if neither party to a sale, lease, or other transfer of a firearm is a licensed dealer, to complete the sale, lease, or other transfer through a licensed dealer; specifying procedures and requirements for a licensed dealer, seller, lessor, or transferor and a buyer or transferee; authorizing a licensed dealer to charge a buyer or transferee specified fees; deleting provisions exempting a licensed importer, licensed manufacturer, or licensed dealer from the sale and delivery requirements under certain circumstances, etc.
