Rec./Criminal Conflict and Civil Regional Counsel Offices; Expands public records exemption to include all records pertaining to registration application submitted by any criminal conflict & civil regional counsel office; provides for future legislative review & repeal; provides statement of public necessity.
        
        Effective Date: on the same date that HB 383 or similar legislation takes effect
