Substance Abuse Service Providers; Revises types of expenditures for programs & services eligible for state payment; requires service provider applicants to include names & locations of recovery residences in license applications; requires providers to provide DCF with record of recovery residences by specified date; provides civil penalties; requires certified recovery residence administrators to demonstrate ability to meet specified requirements; prohibits administrators from actively managing certain number of residents; requires service providers to return individual's personal effects upon discharge.
