Establishing the Congressional Districts of the State; Redistricts state's congressional districts in accordance with U.S. Decennial Census of 2020 (plans H000C8017 & H000C8015); amends provisions relating to inclusion of unlisted territory in contiguous districts; reenacts provisions which provide for election of representatives to U.S. House of Representatives; provides effect of district held invalid; provides for applicability; requires certain actions challenging district to be commenced within specified period; bars certain claims.

Effective Date: upon the expiration of the terms of the representatives to the United States House of Representatives serving on the date that this act becomes a law
