Pollution Control Standards and Liability; Provides that Secretary of Environmental Protection has exclusive jurisdiction in setting standards or procedures for evaluating environmental conditions & assessing potential liability for presence of contaminants on certain agricultural lands; prohibits secretary from delegating such authority to local governmental entity.
