Homestead Exemptions for Low-income Seniors; Provides homestead assessment limitation for low-income, long-term resident seniors; requires annual adjustment of limitation; requires property appraiser to serve notice of intent to record tax lien against property; provides such property is subject to certain taxes, penalties, & interest; provides exception from such penalties & interest; provides person must be given specified timeframe to pay taxes, penalties, & interest before lien is filed; revises amount of exemption that may be granted to low-income, long-term resident seniors receiving homestead exemption; provides for homestead exemption equal to assessed value of property for property owned by low-income, long-term resident seniors; requires annual adjustment of just value threshold.
