Sebring Airport Authority, Highlands County; Revises powers of Authority; authorizes Authority to issue bonds secured by & payable from any legally available source, to issue bonds on unsecured basis, to pledge all legally available funds for repayment of debt, & to enter into public-private partnerships to effectuate purposes of act; revises bidding threshold; provides all debt obligations issued by authority are tax exempt to extent allowed by law.
