Mental Health and Substance Abuse; Revising a requirement for the Department of Children and Families relating to certain performance outcomes and measures; requiring managing entities to lead the implementation of a coordinated system of care; revising department requirements for, and authorizations relating to, contracting with managing entities; revising requirements relating to the acute care services utilization database, etc.
