Involuntary Civil Commitment of Sexually Violent Predators; Requiring the Department of Children and Families to enroll certain persons for a specified time in a prerelease treatment program developed by the department under certain circumstances; creating a rebuttable presumption that it is not safe for a person to be at large if the person has not completed a hierarchal advancing treatment plan; requiring certain persons to complete a hierarchal advancing treatment plan before being released, etc.
