GENERAL BILL by Children, Families, and Elder Affairs ; Burton

Legal Proceedings for Children; Revising the entities involved in the state plan for the promotion of adoption, support of adoptive families, and prevention of abuse, abandonment, and neglect of children; requiring the court to appoint a guardian ad litem at the earliest possible time to represent a child for specified proceedings; modifying requirements for the case plans for children in out-of-home placements; revising a guardian ad litem’s responsibilities and authorities; authorizing the Pathway to Prosperity program to provide certain grants to youth and young adults aging out of foster care, etc.
