Water and Wastewater Facility Operators; Requires DEP to issue water treatment plant operator licenses, water distribution system operator licenses, & domestic wastewater treatment plant operator licenses by reciprocity to certain applicants; authorizes DEP to issue temporary operator licenses during declared state of emergency; requires DEP to waive application fee for temporary operator licenses.
