Legal Instruments; Defines "witness"; defines "mortgagee" & "mortgagor"; requires that lien created by assignment of rents be perfected against mortgagor in addition to third parties under certain conditions; revises types of expenses that may be paid by collected rents; defines "property"; expands scope of final judgment of foreclosure to include other liens; requires award of attorney fees in certain circumstances; defines "mortgagor"; provides for retroactive applicability.
