Trees and Other Vegetation within Rights-of-way; Authorizes DOT to suspend prohibition against removal or cutting of trees or other vegetation in response to state of emergency declared by Governor; requires DOT to adopt guidelines relating to removal or cutting of trees or other vegetation for purpose of clearing debris generated during declared state of emergency.
