911 Public Safety Telecommunicators; Revises FRS Special Risk Class criteria to include members employed as 911 public safety telecommunicators; specifying number of creditable years needed to receive a full retirement benefit without penalty; requires such members to have retirement benefits calculated in accordance with provisions for Regular Class members.
