Liens for Professional Services of Physicians; Provides physician has lien for amount due for professional services; provides requirements for such lien; limits liability of certain persons; provides certain evidence is admissible at trial; specifies how funds are to be disbursed if there are multiple liens; prohibits instructions for disbursement of funds; requires specified accounting & certification to be given to lienholder; provides requirements for such certification; requires disputes to be settled before funds may be disbursed; prohibits certain liens; provides for attorney fees, costs, enforcement, & preemption.
