Financial Assistance for Homeowners; Creating the Homeowners’ Assistance Fund within the Department of Commerce for specified purposes; requiring the secretary of the department to allocate a certain amount of funds for administrating and overseeing the fund and providing technical assistance to eligible entities, and for the inspector general of the department to oversee certain programs; specifying how the secretary must allocate funds to eligible entities; requiring eligible entities to request funds within a certain time period, etc.
