Department of Highway Safety and Motor Vehicles Operations; Requires licensure in lieu of registration of certain motor carriers; requires motor carriers to obtain fuel use decals; revises fuel tax decals, renewal, and temporary fuel-use requirements; removes driveway permit provisions; revises motor fuel use tax return provisions; creates penalties for certain offenses; authorizes DHSMV to inspect specified documents of motor carriers, motor fuel retail dealers, & wholesalers; requires motor carriers to destroy fuel tax decals & notify department; revises methods for suspending driver licenses; revises requirements for documenting applicant's proof of legal residency; revises purposes for which department may provide notification by electronic mail.
