Students Enrolled in Dropout Retrieval Programs; Authorizes virtual instruction program providers who exclusively provides services through dropout retrieval program to receive school improvement rating; requires all other virtual instruction program providers to receive school grade; revises criteria used to determine if certain students are not included in calculation of alternative school's school grades & school improvement ratings; prohibits certain students from being included in virtual instruction program's graduation accountability rate.
