Water Management Districts; Provides requirements for Commission on Ethics relating to prohibited expenditures by water management districts; requires quorum & affirmative vote of majority of members of governing board before any action may be taken by board; requires South Florida Water Management District to provide specified detailed report; prohibits water management district from using state funds for specified purpose; authorizes districts to levy ad valorem taxes on certain property; provides requirements for maximum total millage rate; provides requirements for South Florida Water Management District’s & other water management district’s budgets; requires water management district give preference to certain bids, proposals, or replies for certain capital improvement projects; provides requirements for construction bonds & competitive selection process; requires certain projects for Statewide Flooding & Sea Level Rise Resilience Plan be ranked on separate list; provides requirements for certain projects; restricts funding available to water management districts; authorizes department to issue certain loans; provides for repayment of such loan; provides penalty; requires department to create & maintain separate account in Resilient Florida Trust Fund for certain funds; provides requirements for revolving loan program. APPROPRIATION: $1,554,756,118
