Capital Human Trafficking of Vulnerable Persons for Sexual Exploitation; Prohibits person 18 or older from knowingly engaging in human trafficking of vulnerable persons with specified knowledge or in reckless disregard of specified circumstances; requires state to give specified notice if it intends to seek death penalty; provides for death penalty proceedings; provides requirements for court order in support of life imprisonment or death sentence; provides for automatic review of sentences of death; specifies aggravating factors & mitigating circumstances; provides for victim impact evidence; provides for resentencing if provisions are found to be unconstitutional; authorizes state to appeal from sentence on specified grounds.
