Jurisdiction of the Public Service Commission Relating to Water and Wastewater Systems; Revises types of nonprofit organizations that are exempt from commission jurisdiction; provides procedure for commission to determine whether organization is qualifying nonprofit organization exempt from commission jurisdiction; provides standards for making such determinations; authorizes organization to petition commission to regain qualifying nonprofit organization status; requires specified waiting period before certain organizations may petition to regain qualifying nonprofit organization status; requires commission to adopt rules
