Offenses Involving Motor Vehicles; Reclassifies certain offenses as third degree felony; prohibits use of license plate obscuring device; defines "license plate obscuring device"; prohibits person from purchasing, possessing, manufacturing, selling, offering to sell, or distributing license plate obscuring device; provides criminal penalties; provides criminal penalties for using license plate obscuring device, knowingly attaching to motor vehicle license plate that was not assigned or transferred to motor vehicle, or removing, covering, or obscuring assigned license plate during commission of crime; provides criminal penalty enhancements for crime committed while using license plate obscuring device, knowingly attaching to motor vehicle license plate that was not assigned or transferred to motor vehicle, or removing, covering, or obscuring assigned license plate.
