Traffic Infractions; Provides additional actions that constitute reckless driving per se; increases penalties for reckless driving; provides impoundment procedures for motor vehicles used in certain reckless driving offenses; authorizes, rather than requires, officer to indicate applicable civil penalty on traffic citation; increases penalties for certain offenses; requires person cited for certain infractions to appear at scheduled hearing.
