Council on the Social Status of Black Men and Boys; Establishing the council within the Department of Education, rather than the Department of Legal Affairs; requiring the Department of Education, rather than the Office of the Attorney General, to provide staff and administrative support to the council; providing that members of the council may be reimbursed for certain expenses by the Department of Education, rather than the Department of Legal Affairs, etc.
