Taxation of Hemp Consumable THC Products; Provides excise taxes for hemp consumable THC products; requires dealers of hemp consumable THC products to register with DACS; provides for allocation & disposition of excise tax proceeds; provides for excise tax returns & remittance of such taxes; provides powers of DACS; declares excise taxes on hemp consumable THC products are government funds; provides for certain penalties & warrants; provides for record keeping, inspections, & audits, delinquencies & fraudulent activities; provides circuit court jurisdiction for violations; authorizes DACS to adopt emergency rules.
